Topeka Police have arrested and charged a man with the July 16 murder of Joseph Beier, Jr.
James Qualls is now in custody at the Shawnee County Department of Corrections.
Qualls turned himself in Wednesday in Kansas City, Kan.
He faces second-degree murder charges.
Beier, Jr. was found with gunshot wounds inside the Whiplash Bar and Grill at 21st and SE California Avenue on July 16.
He was pronounced dead at a local hospital.
He was the eighth murder victim of the year.
